yes, this is a type of blue-green algae (actually a cyanobacterium) that floats and therefore accumulates on the downwind side of a waterbody. the most commonly encountered floating mats are Microcystis, and it is likely that this bloom is Microcyctis. You need a microscope to make a definitive ID of these micro-organisms; but if familiar with the algae and blooms of it, you can ID fairly confidently by looking closely at the shape and colour of the blobs floating in the water.
