It is small enough to be difficult to identify. Looks very like a tiny cicada

doesn't look to me like a yellow headed leaf hopper. The head is the same colour as the body, The wings are see through and I don't think the eyes are the same

@betchern0t It is very difficult to tell this species. It looks like it is newly emerged from the casing just below it, which would account for the see through wings. It hasn't had time for the true colouration to develop.
