Phyllody in planted Dianella (contrasted with the normal flower spike in the last photo). See https://en.wikipedia.org/wiki/Phyllody for a description of phyllody. The floral structures are replaced with abnormal leaf like clusters. The most common cause is a phytoplasma - a bacterial infection spread by sap sucking insect vectors. See https://canberra.naturemapr.org/sightings/4537927 for a plant hopper present on these Dianella plants. Phyllody also seen on other Dianella species in suburban plantings. Suggest checking Dianella plants in the nature reserves for this condition.
