I think its a good fit for H. incongruana. A species which has been recorded in the ACT (eg Donald Hobern, Aranda).

Fun photo to take. Lying on wet ground. Holding grass stalks to one side with left hand. Balancing camera with right hand and hoping the moth wouldn't take flight. Or my hand wouldn't shake too much.
