I think that it's more likely to be another plant.
It is 50 m away from 4513745, so the gps readings would have to be very inaccurate on one or both cameras for them to be the same plant.
Which is good. That brings our total of that species on the Reserve to at least16 (not all recorded on CNM). Many of them are about the same size as this sighting and flowered this year.
