I think R. papulentus. Not quite enough detail or clarity to be 100% confident.

Characteristic influencing my suggestion is the general shape and configuration of the head of achenes - how they 'hug' together in a rounded bunch - examples at 3403477, 4512350 (not a very technical description !). R. papulentus (native species) seems to turn up in modified habitats (like urban waterway of Canberra).
