No idea. FoMM wrote to ACT Heritage a number of times requesting assessments of scars - last time in 2018 - but unfortunately never got a response, not even acknowledgement of requests.

Scars that reach the ground can also be caused by lightning strikes. I think there is some current funding to assess scar trees but I could be mistaken, as this happened a few years ago without much follow up.
