Quie possibly one plant, and impossible to tell by simply looking.
Inflorescence does not have many flowers, and is short: so identified as Potamogeton cheesemanii

Abundance is indeed tricky with plants like these: I often base abundance on number of stems (which is not genetically correct but does convey the visual impact or cover).
