I am not sure on this. It looks like it was ‘prepping’ the lead to lay eggs or larvae?

Actually a sawfly, could be about to lay eggs, it’s larvae are spitfires, so it would lay on a gum tree

Either Perga affinis or Perga dorsalis. Unfortunately the details of ovipositor sheath hairs aren't clear, which is necessary to identify to species.
