similar to sighting 4460673, but more compact and not as tall, plus growing in dry area

It looks softer than an epacris (although photos can be deceptive) - could it be Spanish Heath (Erica lusitanica)??

It would be a surprise to find Spanish heath here, and I’m not certain it’s hard enough - as you say. I reckon maybe grevillea lanigera?
