Resembles Veronica gracilis in some respects, but not so much in others.
The flower structure is shown fairly well in image 1. Under a hand lens it shows a sturdy yellow topped stamen surrounded by 5 dainty, shorter blue-tipped anthers (only 4 show in the image).
Plant starts with a single stem for the first 20 cm or so and then branches (image 2) which then branch again.
No sharp images of the leaves because of wind (and background), but seem to be lanceolate and alternating along stems.
