My suggestion as to species is somewhat speculative but I think the markings on this specimen are quite a good match for the species and Bold Systems 4 does show that I. panaeolana has been recorded formerly in the ACT and nearby NSW, see here:

The ALA and iNatiralist only shows records from Victoria and Tasmania.

The black inter-band forewing markings are good match, but I am unhappy with this ID as the main 7 bands are brown instead of the 'leaden' grey described by Meyrick. Maybe there is individual or sexual variation in the colour?

it seems to me many of the examples of I. panaeolana on the ALA and iNaturalist are brown as well as grey.
