For the moment, this has to be recorded as Myriophyllum sp, as there are no characteristics evident to confirm it to species.
A photograph later in the year, when flowering (or bud etc0 would help, also a count of how many leaves are in a whorl below water and how many in the truly emergent part of plant. Plus any other details you can capture in a photo.
