Odd to find two dead rats in close proximity?

There are many Black Rats about atm. Someone nearby will have been using baits. The affected animals tend to wander away from where they normally live before dying. At that stage they are easy prey. This example illustrates why baits containing secondary anti-coagulant toxins like Brodifacoum are a danger to owls and small raptors.

I thought about baits but these were near Lake Burley Griffin. One near Nara Park and the other some distance from Albert Hall. The only place I could think of using baits would have been the Hyatt Hotel.
