I have a suspicion that this is Proteuxoa sanguinipuncta even if the colouring is all wrong.

I agree, but rather worn with most wing scales lost.

I think the scales are there Don but they are beige instead of dark grey.

The only other Proteuxoa with these markings has red centred dots with black surrounds. There is a picture in Moths of Vic Pt 9 of a mating pair one grey, the other brown. Text on CD pages says "Both sexes of P. sanguinpuncta are variable in background colour, ranging from mid-brown to grey to almost black."
