Under bark of Argyle Apple. I assume those are its eggs. It did not move so I wonder if it were protecting the eggs.

Not normally. The eggs in this ootheca will probably not hatch till spring.

Unfortunately no simple word for the mass of eggs sealed in this frothy secretion that hardens after laying. Grasshoppers do the same except they are laid in a tunnel excavated by the female in the ground.
