Although I put in an insect size 0 it is wrong - I don't know - haven't cut the galls open - I want them to develop a bit further,

If it is the gall-forming fly family Fergusonina, I understand that it is in association with a nematode, and induces galls on Myrtaceae, eg eucalypts. It is being considered overseas as a biological control agent for the common paperbark (Melaleuca quinquenervia).
It has certainly done a lot of damage to the young eucalypt in the park
