Some beetles have big feet on which the underside has many hairs which help the beetle stick to a leaf, a bit like a velcro strap. You can image that being on a leaf high up in a tree you get blown around a lot and having sticky feet would add to your stability, but I am just guessing @KimberiRP

A male. In a number of weevil species, such as this one, the males have a larger prothorax and longer front legs with enlarged tarsi (feet). It is probably confers an advantage when several males are tussling over a female.
