This is not the same species as the tall ones identified as Erigeron bonariensis. I do get my ID wrong when I am in the field. Even botanists get the genus wrong - it used to be Conyza.
According to Weeds of the South East, this short one is E. bonariensis. The tall one, to 2m high, is E. sumatrensis and there is a shorter one E. canadensis. I haven't looked at NSW Flora online to see if there is a key.

Mike the flora of Victoria distinguishes candensis from the others on the basis that its outer bracts are glaborous, while they are hairy in the other species. E. sumatrensis is taller that the others but it has a pale flower head while those of bonariensis are purplish or brown.
