Jen the brown oval things look like an infestation of soft brown scale (Coccus sp.) which are sucking the sap out of your citrus. The white bug is the larvae of a ladybird and it is feeding on the scale so a good friend to have.

Ewwww to the brown scale! Thank you for the ID on that, I will have to get some citrus spray. It is a blood orange. But i don't want to spray my the floppy mop lady bugs!
