Probably tall fleabane, but hard to tell without a better look at the leaves. I don't believe it is toxic to humans but poisonous to cats and horses. Possibly dogs as well

This is the first year we have seen it on Gossan Hill and there are hundreds of them everywhere. People have been pulling them out and leaving them which is why I asked it it was noxious as if needed we can pull plenty out, they are all in flower now and dropping seeds.

You’ll need to bag them if there are any seeds, this is probably not a species that can be eradicated so management is the best option. I think this is one that we spray for, but pulling them before they Seed will have an impact if you’re dedicated enough.

Thanks very much, we’ll try chopping the seeded top areas off some , though there are so many its a daunting task. However my husband and I will give some areas a go. Spraying would be the most effective. I did notice the stem areas close to the ground on some were dead so maybe some have been sprayed.
Thanks for the info.
