Insect about 20mm. Looks like a lacewing but with no wings!

Now that I look closer, what I thought was large black legs I think is stunted wings, or perhaps newly emerged with blood about to pump into the wings and expand them?

I think you are right in your suggestions, especially I reported another of the same species newly emerged on the same day in Bluetts Block.
