I'm sorry but I can't tell whether this is a bee or a zebra spider wasp or something else. The hind legs, wing venation and colour of the abdomen might have helped but are not visible.

Probably a wasp, I think. I will ultimately delete this observation. All insects I have observed at the two 'bee hotels' at David St. Landscape Planting (Edwina Robinson) have apparently been non-bee Hymenoptera so far.
