Shrub about 1m in height, growing on rocky outcrop, sturdy wooden base stem, multilple branches, upright habit, elongate strap like pointed leaves, 2-3cm long, 5mm wide, growing in a whorl / rosette. Pinkish tips

OK, Thanks Tapirlord, this species is rare in this particular location. This is a mature older plant. Not much sign of being grazed. However also NO regeneration for this species here. I have not seen any new recruitment plants here for many years. This is quite concerning.
