this is a tough call ! No identifying characteristics so not possible to be definitive.
My guess is that this is likely two species: one, a submerged Isotoma, with etiolated growth; the other, a juvenile Ranunculus or Hydrocotyle (its stem or stolon appears to be slightly different shape).
