User's notes

We found this hanging from a tree under our red oak tree. It is 12cm long. Appears to be hollow. Is hanging from a furry mass like web... could it be an insect nest of some sort?

I cannot see any furry mass, just the silk neck of the case. If it is indeed hollow, the inmate has clearly flown. Try cutting it open gently with some nail scissors, see if there is a female or remains of parasitized caterpillar inside.
