It does look very similar to the Epicephala but it does not have a hairy head and has very clearly upturned palpi and posture like a Zelleria. Hmm... It was very small and very pretty.

Looking at photos of Epicephala genus species on iNaturalist, the ALA and Bold Systems, I think this moth looks most like Epicephala acrobaphes.

I have the specimen but haven't spread it yet. Many Gracillariidae have strongly upturned labial palpi that can be confused with Cosmopterigidae.
