Thousands of orange Aphids on many Oleanders throughout this part of Garran at the moment. What are the invasive potential of these aphids?? Are they likely to kill the Oleander??

I doubt they will kill the plant. Aphids go through population explosions, but also mass mortality caused by weather events and/or predation and parasitism.
