Rosemary does this mean that Podolepis jaceoides is now a synonym for P. recipients?

No, both are valid taxa. The NSW Flora includes descriptions of both but P. decipiens is not included in the key; the notes to it say that it's easily confused with P. jaceoides. The BM specimen keyed out to P. decipiens using the key at https://vicflora.rbg.vic.gov.au/flora/key/2704 which includes both taxa.
