I'm not sure what this is, it didn't really have spikes like opuntia sp that ive seen and I cant find anything else under "other shrubs" except for Hudson's pear but its not that.

I keyed it out to Opuntia auranticia but it is yet to be recorded in the ACT and when I asked the weeds officers they said that to be certain of opuntia you need flowers,
