Not 100% certain it is Facelis, but the leaves remind me of it; see also habit photo at http://www.anbg.gov.au/cgi-bin/phtml?pc=dig&pn=36027&size=3

Thanks Rosemary, the pinecone scale like leaf ending are pretty distinctive
