Edited to correct location (in the pine trees) and add close-up photos. No mint smell. Stem 4-angled, hairy. Leaves to 7x3cm with 2cm stalk, hairy especially on stalk and veins. Flower cluster taking a while to open and no sign of extending into clumps.

I ran the information provided above in my key and got 13 hits, none like this plant. Nearly all the hits were in the family Lamiaceae, with strong smelling leaves, not necessarily smelling of mint.

Thanks Betty. There was a slight smell but I can't describe it. I will try again. There are now six or seven flowers open. Is there something else I should look for? The flowers are quite blue, not like most mints. Does the little curl on the top petal help? I hope the lack of smell is not a health diagnostic for me.

It isn't hyssop; the leaves are too big and it isn't aromatic. iNaturalist comes up with Salvia hispanica as one of the top suggestions and everything seems to match.

Salvia hispanica looks good to me. Though the herbarium should really make a decision about the ID.
