I would say it is W. communis . I have a paper on Wahlenbergia species of the Southern Tables does not include W.capillaris. There is lots of bluebells around on Farrer Ridge and in my garden they are W.communis. Has the name changed I checked on NSW flora and doesn't list W.capillaris?

The name was changed in 2018 so NSW Flora has probably not caught up. See https://id.biodiversity.org.au/instance/apni/51269899 .
