Similar to Black-thighed Elassoctenus shown on p. 187 in Whyte and Anderson, but smaller at a bit less than 5 mm. See also http://www.tasmanianspiders.info/347.htm

I agree Cath, a good match with Elassoctenus and looks very like E. harpax on the Tassie spiders site.
