Possibly Echium plantagineum, which has two long stamens much longer than the flower tube and three short stamens (visible in a side on shot of a flower), and leaves with broad bases, which often clasp the stem. Echium vulgare, which is also in the CNM area, has flowers with four long stamens and one short stamen, and leaves with much narrower base which never clasp the stem.
