The palpi aren't as for Tineidae, and the head scales aren't "woolly" enough. I believe it's an Oecophoridae.

I agree, but cannot find any species plain pale yellow except for a dark collar.

The short palpi suggest Microbela. There is a dark collar in some Microbela allocoma specimens.

I agree its not Tineidae and is Oecophoridae. I have not seen many reliably identified Microbela, specimens, however there are at lease two images of set ANIC specimens of this species on Bold Systems 4 labelled from NSW which to my eye are plain yellow and appear to have black markings suggestive of a collar. They also show palpi which seem to be short as shown here.
