common, occurring in dense patches (which are taller than 30 cm) or as scattered plants (shorter) in shallow water or on wet soils beside creek

When I make the image larger, try as I can I only see four petals per flower rather than the five for Myosotis laxa subsp. caespitosa.

Flowers with 4 petals (5 in Myosotis) and stem-clasping leaves are typical of Veronica anagallis-aquatica.
