It might be Veronica persica, which is similar in photos. This site looks pretty undisturbed, which is why I picked calycina. Persica prefers disturbed situations.
The split between calycina and a lot of other Veronicas in the Plantnet key: calycina - leaf apex and teeth subacute to rounded; hairs on stems 1-2 mm long. Persica - leaf apex and teeth acute; hairs on stems all or mostly less than 0.4 mm long.
