I am more inclined to think it is Pinus radiata. The Vicflora identification key says that radiata has asymmetrical cones, often in clusters, while ponderosa has solitary, more or less symmetrical, cones.

This is a 3-needle pine, cones have a spur on them which is very obvious, but I am no expert on pines and there is a lot of interbreeding etc.

Both Pinus radiate and ponderosa are three needled pines, but only ponderosa has a spiky cone
