PlantNET gives Pimelea treyvaudii as having 9-11 bracts whereas these images show 4 bracts. I'm not fully confident about the Pimelea linifolia suggestion as the images don't show enough detail to work through the key.

Is this the same plant as https://canberra.naturemapr.org/Community/Sightings/Details/3869259? The comment for that was there was only one found.

No there were 2 plants, not far from the P. linifolia subsp. linifolia sighting. These were larger plants and flowering at a different time.
