I am fairly sure of this ID. However, I have never noticed this species in bud. If possible, would you mind taking another photo of this plant in a couple of weeks or so when it is in flower. Make it a new sighting and include the URL of these photos (tap on Canberra Nature Map, which will expand to show this sighting, copy, and paste) in the Comments field. This will provide a timeline of the plant.

It was a small plant, so might be hard to find it again... but will try. Prickly Moses were close by, so I might be lucky.

See Other Shrub Brachyloma daphnoides (Daphne Heath) on 7 Jul 2019 for an example of Brachyloma daphnoides in bud. Buds last a long time before flowering in October.
