It might be. There are a 11 species of Wahlenbergia listed in the ACT Census of Vascular Plants (2017). Thus a head on an a side on photo of the flower, and photos of a bit of a stem with at least two whole leaves and of the leaves at the base of the plant: should be routinely provided.
