Unfortunately I can't even be certain of which family this belongs in, either Tachinidae, or Calliphoridae s.l.
Its probably a tachinid, but definitely not Rutilia (there's no facial carina, and the eyes are haired). Its unlikely to even be in the same subfamily (Dexiinae).
I'm guessing there aren't any other photos?
