You need to look at the backs of the leaves as well to be certain whether this is Acaena echinata (hairless or sparsely hairy on the upper surface, lower surface with hairs only on the main veins) or Acaena x ovina (moderately hairy on the upper surface, densely and evenly appressed [close to the leaf surface along the whole length of the hair] hairy on the lower surface,)
