It's a lovely photo, composition and colour-wise, but it doesn't include the whole insect which makes ID difficult. With dragonflies and damselflies, the pattern of colour or spots on the tail (end of the abdomen) and the patterns on the side of the thorax can provide some of the most useful ID clues. This photo shows neither. Nevertheless, based on the band across the back of the head and the narrow abdominal rings, I can be reasonably confident that this is a male Eastern Billabongfly. If this is the case, the humeral stripes on the top of the thorax are overexposed and show no hint of the greenish blue they would normally be on a male Eastern Billabongfly.
