With no sign of leaves that I can see in this photo, I am loath to ID this to species level.

I can see trifoliate leaves near the flower head second from bottom. Looks like Cullen microcephalum.

I collected a herbarium specimen of Cullen microcephalum in roughly the same location on 24 Dec 2014 (RWP9950). Several plants were present at the time.

The upright habit of the whole plant is more typical of Cullen microcephalum.
