There are at least two species of Epilobium in the area with small flowers like this. The Plantnet key separates them using the types of hairs on the stem, whether there are glandular hairs on the stems just below the flowering region, flower size, leaf shape and size, and size and number of teeth on the leaf edges. Your photo shows some of these characters, but not all.
