Possibly. I cannot think of anything else. I have no idea what the little red things are. They do not look like flower buds.
A photo of the backs of the leaves showing whether the edges were rolled down would have helped. When you are photographing plants that are not in flower, backs of leaves and closeups of the stems can be helpful.
