The case appeared to be made of gravel. It looks similar to https://canberra.naturemapr.org/Community/Sighting/3388158 and also https://canberra.naturemapr.org/Community/Sighting/3344866.

This is easier to identify as the head and prothorax are visible.
If the internal animal is not visible, it is hard to even tell the Order,
and distinguish a Lepidopteran from a Neuropteran.
