We have a definition of a feral cat which may exclude this one, being close to houses and seemingly well groomed.
"A feral cat is one that has no interaction with humans whatsoever. A stray or domestic cat will roam a suburb, and be fed by people, but a feral cat will flee and do all its own hunting."
